Building a Brighter Future Together

B2C2 Unveils Its Strategic Plan 2026–2029 and a Shared Vision for 2046

Ontario has made important progress in making child care more affordable. But affordability is only part of the picture. Thousands of families still cannot find the high-quality, affordable early learning and child care they need, while non-profit providers face significant challenges expanding their services.

It’s time to turn affordability into accessibility — and build a stronger, more sustainable early learning and child care system.

Building Blocks for Child Care (B2C2) is embarking on an exciting new chapter with the introduction of its Strategic Plan 2026–2029 and Ontario Early Learning and Child Care: A Shared Vision for 2046.

Together, these documents set out both a practical agenda for the next three years and an ambitious vision for the future.

Three Goals: Expand. Support. Sustain.

At the heart of B2C2’s Strategic Plan are three interconnected goals:

  • EXPAND equitable access to high-quality early learning and child care, with particular attention to communities and families whose needs remain unmet.
  • SUPPORT the children, families, educators and organizations that make quality early learning and child care possible.
  • SUSTAIN a strong, publicly planned and financially viable system that can serve future generations.

Underpinning all three goals is a commitment to collaboration, coordination and integration across Ontario’s early learning and child care sector.

A New Role for B2C2

Our Strategic Plan also reflects an important evolution in B2C2’s work.

We recognize that many non-profit child care organizations want to expand but face significant barriers, including access to capital, workforce shortages, administrative demands and limited organizational capacity.

B2C2 intends to help address these barriers by strengthening the capacity of non-profit providers through practical implementation support, knowledge sharing, leadership development, innovative approaches and strategic partnerships.

Our four strategic priorities — practical implementation support; knowledge sharing and capacity building; demonstration, documentation and partnerships; and evidence and policy improvement — will guide this work over the next three years.

We are also exploring the longer-term establishment of a Centre for Early Learning and Child Care Expansion, building the shared expertise and infrastructure needed to support sustainable growth.

Looking Ahead to 2046: A Vision We Can Share

While the Strategic Plan describes B2C2’s contribution over the next three years, the Vision 2046 paper looks further ahead.

It imagines an Ontario in which every child can thrive, every family can access the services it needs, educators are valued and supported, services work together, and the entire system is publicly planned, adequately resourced and sustainable.

Importantly, this is not intended to be B2C2’s vision alone.

We are offering it as a shared framework for discussion, collaboration and endorsement by organizations and individuals across the early learning and child care sector.

Building the system Ontario needs will require the combined commitment of governments, municipalities, school boards, non-profit providers, educators, families and communities.

An Invitation to Build the Future Together

The next three years offer an opportunity to translate our shared aspirations into meaningful action.

We invite our partners, colleagues and supporters to explore the Strategic Plan and Vision 2046, share their ideas, and join us in shaping a stronger, more inclusive early learning and child care system.

Together, we can move beyond making child care more affordable to making quality early learning and child care truly accessible to all.
