Alberta’s Roadmap to a Quality Early Learning and Child Care System

Authored by Jane Beach, this roadmap was sponsored by the Canadian Child Care Federation and its Leaders’ Caucus, Child Care Now and its Alberta Chapter, the YMCA of Northern Alberta and the Muttart Foundation.  

The report, Roadmap to a Quality Early Learning and Child Care System in Alberta, was prepared based on meetings with stakeholders in the summer of 2021 combined with years of research and ideas about system building.  Roadmaps have also been prepared for Ontario, Saskatchewan, B.C. and the Child Care Now national roadmap.  The roadmaps focus on the ten elements of system-building:

  • Ideas
  • Governance
  • Infrastructure
  • Planning and policy development
  • Financing
  • Human resources
  • Physical environment
  • Data
  • Research, and 
  • Evaluation 

Among other proposals, this made-in Alberta roadmap emphasizes the replacement of the Alberta subsidy system with a ‘geared-to-income’ parent fee, funding to support the capacity of the non-profit sector, the development of a ‘child care in schools’ policy framework along with many other innovative ideas.
